So, if I get a multiple named #FF then it is up to me to follow through and indeed figure out if these people are worth following myself. Now autofollowing is another matter. Where multiple #FF's need an action on your part, autofollowing seems to be mostly used by people who want to grow their followers for some other motive - i.e. - selling them something.
